For scanned PDFs, conversion is different from OCR

A scanned PDF can be rendered perfectly well to JPG, but this only creates another image representation of the page. If your goal is to recover editable or searchable words from the scan, use OCR PDF to Text instead.

PDF to JPG is not image extraction

PDF to JPG renders the whole visible page, including text, graphics and layout. If you only want raster pictures embedded inside the document, use Extract Images from PDF instead.
